Project Request

To initiate a new tenant project and receive a Notice to Proceed (NTP), you must complete Part 1 and Part 2 of the Project Request Form below, as well as the Environmental Questionnaire, and submit both forms (along with any necessary attachments) to the OIAA:

Part 1 – General Information for concept review

Complete and submit Part 1 of the Project Request Form.

The OIAA will complete a Concept Review within approximately 2 weeks with formal approval, denial, or request for more information (Part 2), and a Project Tracking Number.

Part 2 – Project details for notice to proceed

Submit attachments requested in Part 2 of the Project Request Form.

The OIAA will complete a Project Review with planning, engineering, environmental, inspection, airport operations, and maintenance. Please allow for at least 2 weeks to complete the Project Review.

During the review period, a site visit will be set with a Construction Inspector, and required Maintenance and Operations personnel. Please allow for at least 1 week to coordinate the site visit.

When all of the OIAA’s conditions have been satisfied, you will be issued a Notice-To-Proceed (NTP) and a date will be set for a pre-construction meeting.

Construction

During construction additional project information, site visits, and meetings may be requested by the OIAA. Coordination with OIAA construction inspectors, engineers, and other staff will be required. The OIAA reserves the right to stop work on any project not following construction, safety, and other project protocols set by the OIAA.

Post-Construction

When construction is completed, the contractor will work with the Construction Inspector to complete the Project Acceptance Checklist and submit As-Builts. When the OIAA confirms that all construction and business issues have been completed and resolved, the project will be closed and an Acceptance Memo will be issued.

Environmental Coordination:

All activity at ONT that is defined as a “project” for which the OIAA is a Responsible Agency must undergo environmental evaluation to support and comply with the National Environmental Protection Act (NEPA) and California Environmental Quality Act (CEQA). The Environmental Questionnaire helps the OIAA determine whether a proposed activity does not constitute a project that is subject to NEPA/CEQA review, or whether the activity is exempt from NEPA/CEQA.

The OIAA is allowed 30 days to review the Environmental Questionnaire for completeness. While conducting this review for completeness, the OIAA might require additional explanation by the project applicant, such as a complete project description along with a site and plot plan, any special studies completed, and other information that may be helpful for further evaluation. The OIAA will review all information provided to determine whether a project is subject to CEQA and/or NEPA, requires discretionary action, and the level of CEQA and/or NEPA clearance required.

City of Ontario Coordination:

All structures at ONT require permit(s) from the City. Allow for at least 4 weeks processing time. Structures over 10,000 square feet will require a Development Plan Review. Allow for at least 4 months for the Development Review process.

FAA Coordination:

14 CFR Part 77.9 states that notice must be filed with the FAA if requested by the FAA or when anyone proposes any construction or alteration exceeding 200 feet above ground level (this includes the temporary staging of construction equipment).

The prime objectives of the FAA are to promote air safety and the efficient use of the navigable airspace. To accomplish this mission, aeronautical studies are conducted based on information provided by proponents on an FAA Form 7460-1, Notice of Proposed Construction or Alteration.
